"The Italian law against food waste and its impact on poverty”

On December 4th, 2017, CESPIC of the Catholic University "Our Lady of Good Counsel", organized the round table entitled "The Italian law against food waste and its impact on poverty ".

In a panel composed of experts from various fields, the possibility of drafting a similar law and its implementation in Albania was discussed. Currently in Albania, food waste is managed by non-profit organizations and foundations that make them available to people in need.

In the event was discussed the topic about food waste in order to prevent food security and fight poverty. In particular, the panel analyzed the new Italian law against food waste (n. 166/2016), which has been successful in a short time since its implementation and is becoming a legislative instrument of comparison throughout Europe.

Indeed, the management of food waste represents a challenge for most countries in the world. According to the Food and Agriculture Organization of the United Nations (FAO), almost 40% of the food produced in Europe and almost a third of the food produced worldwide is wasted. Instead, the European Commission estimates that the EU wastes nearly 88 million tons of food every year at a cost of 143 billion euros. For this reason, the EU has created a platform on food waste and waste, involving all member states, but also private actors in the food chain.

In a panel composed of experts from various fields, the possibility of drafting a similar law and its implementation in Albania was discussed.

Currently in Albania, food waste is managed by non-profit organizations and foundations that make them available to people in need.

But, regulatory law of this activity is turning day to day a necessity, following the steps of European countries.

In front of the audience, Italian Parliament MP Maria Chiara Gadda was referred to the Italian law on waste, whose iniciator is herself.

In this conference moderated by Prof. Raul Caruso, Director of CESPIC, two legislators of the Parliament of Albania, Mrs. Milva Ekonomi and Mr. Florjon Mima expressed their views. They met with arguments and constructive arguments about the role of state instances and entrepreneurship: how to create fiscal facilities for the subjects involved in donating surplus products to fulfill the common objective to help people in need.

About this topic spoke representatives of entrepreneurship, like Mr. Pietro Tafuni, General Director of Conad Albania, Mr. Alban Zusi, president of Albanin Food Industry, Prof. Giovanni Lagioia, Dean of the Faculty of Economy UKZKM and civil society representatives: Ms. Wilma Verburg, executive director of Food Bank Albania, Mr. Arbër Hajdari, Executive Director of the Foundation "Fundjave Ndryshe", who more than others face everyday situations of extreme poverty.
